What is a certificate?

The word "certificate" has several meanings, although the main essence of all of them comes down to the fact that this is an official document confirming something.

What is a certificate as a confirmation of quality

Any object (product, service) undergoes a quality check carried out by an independent organization. If this object meets certain requirements (standards, rules, regulations, etc.), then the inspection organization issues a quality certificate for it. Thus, the expression "product has a certificate of quality" says that it meets the requirements.

Confirmation of state obligations

As a confirmation of obligations to support citizens, the state issues personal documents for material assistance. For example, housing certificates provide the right to housing. At the same time, the state determines that such a certificate of housing may be obtained by certain groups of citizens (military personnel, employees of the Ministry of Internal Affairs, internally displaced persons, etc.) and under certain conditions.
