How to conduct a briefing?
Instruction is necessary in order to protect the employees of the enterprise from accidents that may occur due to improper use of equipment or machinery, as well as to introduce a new employee in the course of his employment. There are several types of briefing, each of which has its own purpose, but the common task of all types of briefing is to ensure proper safety in the office, in the company, at work.
Before giving a briefing, the person responsible for this area of work in an enterprise must highlight several main objectives of this event, formulate them and convey to the audience how important it is to follow the rules established when using a particular technique. Instructing, as well as safety measures, pays great attention to the company, since it helps to solve several problems simultaneously:
- Provide security.
- Minimize both occupational and other injuries.
- Eliminate or reduce the harmful effects of hazardous factors in the period of employment.
- Provide health care.
Each leader must value, above all, human life, and not the product that his subordinates receive as a result of the work activity, because human health is much more valuable than all the benefits created by his hands. As a rule, instructing at the workplace is carried out either by the head of the enterprise or by the employee whom he authorized for such actions. Instruction on TB is carried out by a safety engineer who should be on the staff of medium and large companies.
Introductory briefing is conducted with all newcomers to the company as employees and students, and travelers. This event is held on the first working day of an employee - this provision is indicated in clauses 2.1.2. – 2.1.4. The procedure approved by Resolution No. 1 of the Ministry of Labor of Russia of January 13, 2003 and Resolution of the Ministry of Education of Russia No. 29. The same rule is governed by clauses 7.1.1. – 7.1.5. GOST 12.0.004-90. Before the start of this event, the person who conducts the introductory briefing must perform the following actions:
- Develop a program of water briefing, which is approved by the head of the organization.
- To make methodical manuals according to which employees are obliged to follow safety regulations at their workplace.
- Take care of the availability of handouts.
In accordance with the previously established program, a specialist holds a lecture for employees. In most cases, the introductory briefings cover the following questions:
- The content of local regulations and instructions for labor protection.
- What should an employee do in case of dangerous situations
- Rules for the use of personal protective equipment.
- How to apply and where are located in the organization of the organization of fire extinguishing agents.
- How to assist employees who are injured, burned or injured as a result of some unexpected event.
- How to prevent accidents, fires and accidents, as well as their causes.
The final stage of the briefing is an oral verification of the knowledge they have received during the event.The employee, who according to the order of the head of the organization, instructs, is given this duty in the job description.
Primary briefing is carried out by the work manager, that is, if this is an enterprise in which there are separate workshops, then the chief of the workshop must conduct the primary briefing. During this event, familiarization is carried out with the equipment and machines with which the new employee will have direct contact when creating a certain product or performing certain operations. Thus, the person who conducts the primary instruction should have a maximum knowledge of the operation of the equipment, as well as on the safe principles of working with it.
It is necessary to pay attention, at the initial briefing, to all the technical features of the equipment, to the most dangerous zones of the mechanism, which can lead to injuries. The work supervisor should explain to the new employee what safety measures should be used to prevent accidents or emergencies. Employee,the trainee or student should be stated all the requirements that prevent electrical injury, as well as the requirements for the safe organization and maintenance of the workplace. Every employee who has undergone a primary briefing should have information regarding the rules for checking the operability of equipment and starting devices. If the process requires the use of personal protective equipment, then when instructing the employee should receive all the information about them, including the rules for their use.
The purpose of the re-briefing is to check and improve the knowledge of employees regarding the rules and instructions on labor protection. Information about who is re-instructed conduct, known to the head, who is directly responsible for non-compliance with the requirements and requirements for conducting a briefing. As a rule, it is carried out by the manager of a specific type of work, in whose subordination there are employees working with tools and equipment. Re-briefing can be carried out both individually and with a group of workers who have the same responsibilities at this enterprise.
The question of how often to instruct is quite relevant.Repeated type of briefing is held no later than 6 months after the last briefing.
